Is it ballsy to park on a street you don't live on for a week?

Apologies in advance if this is petty. I live on a narrow street that gets overcrowded fast. My car got hit because someone swerved to avoid a badly parked car. This same person (that can't park) doesn't live on my street. They have parked both their vehicles (one is a prohibited commercial vehicle) in front of my apartment for a week. My landlord has said to call the police (he is not at the home, he has other properties) but I am not quick to make enemies, although I've told this person to park better. It'll be obvious that it was me that called since he's parked right in front of my apartment.

Should I call the cops? What're your thoughts?
