Why is it so hard to find a summer job??

I’ve got 3+ years of retail experience along with some physical labour jobs and this is the third summer in a row I’ve come home from college and not been able to find a job, despite applying and handing in CVs to over 60 businesses which covers pretty much every job I’d be qualified for in the areas I can work. I feel like such a waster sitting at home not working and honestly I don’t know what to do with my summer. I’ve applied to everything I can on indeed, glassdoor etc, kept up to date with job groups (which are 90% jobseekers and hardly any employers, which says enough) and got my CV professionally made just to give myself the best chance of landing something to no avail. I’ve been applying since April and I’ve only gotten 3 responses from employers (which were all turning me down). I just can’t understand why it’s so ridiculously hard to find some summer work as a student in this country. Rant over thanks guys
