8 month not sitting up

My boy will be 8 months on sat (7/12) and he can’t sit up. I mean I think he can a little bit he always flail backwards so I can’t leave him without me being right behind him. Forget about crawling. He hates tummy time. I feel so lost and think I’m not helping him as much I should be. Any advice?
