Constant Dust in Business

Hi, im a manager at a restaurant. Despite frequently cleaning surfaces within two hours they have dust and other small debris settled on them again.

I know the filter is due to be changed again, but even when the filters were changed for the first time in likely months or even years, this didnt change the issue at all. Filters installed were MERV 13.

Any thoughts or additional info needed to help me understand why we have this problem?
