New question: Do I really need 2 people to use a MEETING room at Harold Washington Library?

So my plan of using a study room at Harold Washington to take a conference call had been thwarted by the fact that there is not a room available at the exact time I need it.

But there are plenty of meeting rooms (not study rooms) available. Meeting rooms are for 2-9 people, and it says they won't open the room for you unless at least 2 people are present. It's that strictly enforced? Will they let these rooms sit empty rather than letting me use one for a call for an hour?
