What’s with the billing information?

Went to go redownload instagram and it wouldn’t let me then I tried to download any other app it wouldn’t let me. It said I needed to “update my billing info” I did and it like won’t accept it? Nothing has changed with my card and I don’t get what’s happening. I went to payment and shipping and tried putting the info in there and it still won’t work. Plz help yall
