Looking for a specific fic I read ages ago

Hello squad, I am looking for a specific fic that I read a long time (couple years) ago. The problem is that I can only remember small details, such as Harry Potter and his companion (I think it was Daphne Greengrass maybe) are creating a country and there are war mages (battle mages?) that come from the ICW. I don't remember more than that except maybe one of them as the father of Fleur Delacour, Sebastian Delacour, and another was an Indian war mage (battle mage?). I remember that they are distinctly classed as being like, 5x Dumbledore strength. If anyone can help me find this fic (I know it's not a lot to go off of but it's one scene that I remember and can't seem to find) then it would be amazing.
