Return Letter Question

I had received a email/letter saying I need to resend in my check. I now need my passport expedited. Should I include the expedited fee to my passport book + Card to the total when I write it. Or must I contact the agency to pay for it to be expedited?

Also, If I want the 1-2 day shipping fee too, I guess id need to include the into the fee as well, and include that on a note in the envelope?
