Prestige should have an impact on manuevers.

Right now theres no benefit to being the #1 power vs being the #7 power. Victoria 2 had it so that goods on the global market were sold first to the #1 power and succesively henceforth. Victoria 3 should do something similar with manuevers demands and/or infamy.
