Did Tuya support Seti's killing of the Hebrew babies/enslavement of their people?

Taking historical context out of the question. In The Prince of Egypt how supportive do you think Moses' adoptive mother was of her husband killing the Hebrew babies? Do you think she was against it but had no power to change his mind given she immediately fell in love with baby Moses? How much responsibility does she bear?
