Is this water damage caused by steam?

Hi all! I’m new to the subreddit and could use some help! I noticed an orange stain on my ceiling near where our in unit washer/dryer is at. It is also in an area with poor ventilation (it’s in a hallway with little to no airflow). When I scraped it with my finger, the paint did come off fairly easily. Is this from the steam from the dryer or roof damage? Thanks!
