Need Help!

I have been messaging a guy who has a 2019 Ninja 400 for sale. It has 3,900 miles, and he said he will sell it to me for $4,000. He has been honest about the scratches on the fairing; he also says there is a slight crack in it as well. Should I go inspect the bike in person, and if everything looks good, should I buy it?
