Didn't understand S2 E7

!I just want to clarify somethings because i didn't fully understand what happened with the mass exile. Why did a million japanese people agree to disguise themselves as Zero, or at least what was the incentive for them? Why did Britannia even think of shooting the Elevens when they were about to leave? If anyone could explain from the beginning what happens i would appreciate it!<
