Did the app remove PIP for non-premium users? (IOS)

I use the YouTube app pretty much every day, and have no problem using picture-in-picture to watch videos while I scroll other apps without YouTube premium. But for some reason, as of this morning, I cannot get pip to work. I’ve searched everywhere for a setting that may have changed, but found nothing. Did they remove this feature for non premium users?
