Is there a fix for swapped MCM mods in MCM menu?

I've been trying to fix it for week now. Could anyone help me knowing why my MCM menu completely swapped orders? when i open one mod config, it opens another one, and it doesnt seem to fix no matter how much i wait or open and close the game (even after using "setStage ski_configManagerInstance 1" on the console).

I tried using menu maid 2, and it does fix the swapped order, but with MM2 i cant toggle options for some reason, when i click it, it toggles on and off immediately.
