Power Outage

Is there a power outage going on? I live in the Ramblehood Apartments off of Laporte and Taft Hill and have no power. Checked my breakers and they are fine. Looked outside and the whole neighborhood seems dark but it’s always a bit dark in this ghetto part of town. I also tried calling the line to report a power outage but got a busy tone. Can anyone else confirm if there is a power outage?
