Kyoto vs Osaka social life

I live in a house that I own with my partner in the inaka in Nara, but am feeling pretty severely isolated, and looking to start renting a small place in either Suminoe in Osaka or somewhere like Kamigyo in Kyoto, that I can commute back and forth to. I feel like they are such different cities with pros and cons to both. The priority is being able to find new friends, and for that it seems that most expats prefer living in Osaka, but wondering if it really is that hard to make friends in Kyoto?

I also have a dog! And that narrows down my options for housing a lot. Kyoto is so much better with parks, but I do worry that it'll be isolating compared to Osaka. I'd be curious to know for expats living in both cities, what people do for meeting friends, maybe other than going to bars/clubs. Groups on Meetup?

The last thing is Nankai Trough prep... Osaka is supposed to be hit harder than Kyoto, and there's the risk of flooding... it's been something I've been keeping in mind. Thoughts appreciated!!
