Should one rely only on CSAB if he/she didn't get any seat in JOSSA or consider any other councelling too ?

I got 64k CRL and 19k obc rank, according to CRL rank I could get ece in iiit nagpur, surat, una and lower branches in teir 2 nits according to last year's cutoff. I have registered myself for UPTAC (UP Domicile) and MHTCET councellings too, but the councellings of these two will end before CSAB round starts so I have to pay the fee before I get any seat in CSAB.
