Mouse stuttering/lagging out of the blue

can anyone help me with a mouse issue?

Today around like afternoon i opened watch dogs 2 and i noticed it was stuttering/lagging. so i closed it then i notice my mouse cursor was stuttering/lagging. i tried literally anything, mouse setting, update drivers, changed ports, changed mouse, changed my ram, i literally reset my pc entirely. the issue persists. i’m at a lost and beyond frustrated. this happened before but it was an easy fix. idk what to do
