PC won’t boot up after switching cooler

Troubleshooting

TLDR: Switched out liquid cooler for stock cooler and the PC stopped booting up afterwards.

A few days ago I built a gaming PC but discovered that the liquid cooler i used didn’t work so I switched it out for the stock amd air cooler that came with the cpu. Had to switch out thermal paste multiple times since I had trouble figuring out how to install either one of the coolers. After I finished installing the air cooler I turned on the pc but the only thing that was visibly working was the fans, the peripherals weren’t turning on and the pc didn’t boot up into windows (I have windows OS installed on the SSD) nor did it display any messages showing it couldn’t find windows.

I removed the CPU to examine it for damage but couldn’t see anything wrong with it aside from some excess thermal paste which I removed with Q-tips and a soft paintbrush for the pins (both tools dipped in 70% isopropyl). I also examined the motherboard to make sure that both the power cables were plugged in and that the motherboard self wasn’t damaged. No visible damage could be found and the cables were all plugged in.

Any advice is appreciated.
