Can a non-compete be enforced if never started a job?

I was going to start a PRN job with a company as a nurse. It is in the area of my expertise. I made it clear during my interview that I was looking for a full time position as well with a different company that qualified for PSLF and they said it was fine. However, when I went in yesterday to do some paperwork they had me sign a paper they said “states you will not poach our employees or pass on information” that ended up having a non-compete on it. I even asked about it and was told don’t worry, but afterwards it was pretty fishy. I ended up just rescinding my acceptance today. I never made any money from them. Never met anyone. I did get a few things for paperwork purposes like the position description and a list of the people in the company which would be the most troubling thing, but it is actually still sitting in my car in the folder. What are the chances that signing the non-compete means I have locked myself out of being able to get a job in my field without ever actually working a day?
