Worm CYOA forms an organization (Power Manipulator)

Hey there. A few weeks ago I read a fanfic on Spacebattles about a Worm V1 CYOA participant who happened to be a Power Mainpulator.

The best part of the fic in my opinion was how he used the power to start up a sort of pseudo black ops gang/ organisation's who's primary focus was about being professional and efficient before eventually expanding and taking over gang territories and improving the conditions in Brockton Bay.

I can't remember the name and I can't seem to find it. Any help would he appreciated.
