Earbuds for someone very sensitive to noise

I'm looking to buy some new earbuds for my phone. The set I used the most has its lowest possible volume setting far too loud for my comfort and I've been just dealing with it for years. Does anyone have a recommendation for a pair that seems to have a fairly low volume for someone with hypersensitivity? (Even if YOU hated them for that lol) Trying to look it up all I find is about how it feels physically.
