Stuck in act 2? Only 3 quest remaining and cannot access two of them

Hi all, I am currently in my first playthrough and I feel stuck in act 2. Only 3 quests left: Blades in the void, Aeldari in distress and a new ruler. However I can´t plot the course for the quests Blades in the void and Aeldari in distress. Do I need to wait until I complete one project on highest level for A new ruler? What do I do in meantime?
