Is it a red flag if an agency asked for an upfront website fee?

QUESTION

So from what I know based on the research I've done about modeling, the general consensus seems to be a legitimate agency won't necessarily make an unestablished newbie pay out of pocket for anything, rather than like getting comp cards printed.

A local agency I applied to last week got back to me with an offer for a non-exclusive contract, and I have a few days to accept. They stated that they require everyone to pay a $150 dollar fee for their website/maintenance. They said there are no other hidden fees or anything, but this fee must be paid at the time of signing the contract.

This seemed a bit odd to me, because I thought agencies would normally deduct this from your pay if you get booked for jobs. I have no issues with the fee itself, but it's just odd as it seems to be one of the red flags other people have warned about on here. But I also read it's not necessarily unheard of with big name agencies, too.

Does anyone have any advice? I applied to a lot of agencies just to see which would get back to me, and I've actually gotten a few that are interested, but just want to make sure I'm very aware of what's concerning and what's just normal for the industry. Thanks!
