Can you be prosecuted based on information not available to the public?

Question about law

Location: Oklahoma. A sex offender is required to reside at 2000 ft. away from a school, park, childcare provider, et. al. If a person subject to this restriction does his due diligence and based on all publicly available information at that time, determines that an address is legal and moves into a residence that the police determines to be in violation based on information that they only have access to. Can said person be successfully prosecuted?
