Car won’t start

I have an 02 Subaru wrx. Went to start it and heard multiple clicks but didn’t turn over. Then dash lights went out. Tried jumping it, didn’t work but dash lights came on briefly, then bought a new battery. Put the new battery in and the dash lights came on but it only clicked once and didn’t turn over. Does this sound like a bad starter? I’m just confused because of the lights coming on and going off.
