Why aren't more games released untranslated?

Discussion

spurred by comparing the different lists of games on the Nintendo Classics apps between NA and JP,

I was left wondering why untranslated / unlocalized games (JP to English in this case) aren't released as-is, at least in the interim.

Sure one would imagine the sales would be low, but so would the costs, no?

Would they lose money overall? Wouldn't they earn some goodwill?

In an ideal world, if and when money and time is set aside for a translation/localization, those original purchasers could get a free or (token fee) upgrade to the english version.

It just seems to me that something is better than nothing, but maybe there's some element I'm not aware of or considering.
