New to game, Can I build and use this warframe?

I started playing the game a few weeks ago and Im currently Rank 5. Ive just gotten into building warframes and Rhino was the first I've crafted. Today I just got this full set and wondering if I can farm the ingredients to build and use it now or is there a rank/requirement I'd need before using? Also is this a good warframe? Currently all I have is Excalibur and Rhino, with Gara and Frost currently being built so this is my first Prime set
