My penis has a rash, few drops of blood after ejaculation

Hello everybody,

I'm M27 a bit worried. The top of my uncircumcised penis has gotten red over the past few days and drier. There appears to be flaking skin like smegma although I make sure to properly wash my jewel so I doubt it is smegma, but rather a byproduct of the rash or of the dryness.

After ejaculating (masturbation), there were a few drops of blood coming out the tip of my penis and it scared the living hell out of me. I wasn't being aggressive.

Now this has happened once or twice before, like a year or so ago (minus the bleeding part) and it went away after a few days. I assumed it was because I hadn't properly dried my penis (precisely underneath the foreskin) and I still don't do it regularly.

Any ideas, advice? Should I be worried? Please don't tell me to be worried, I'm somewhat of a hypochondriac as it is...
