What kind of AE black magic is this?

I was curious to see what would happen if i reinstalled SE-AE and when i first booted up the game, and i stopped it from running abruptly through the task manager before i hit the big "DOWNLOAD" button for the AE content to install. So i did that and after running the executable again, and there's no AE notification?? And all the AE stuff is already in the game?? And you're telling me i don't have to sit like, 5 grueling hours waiting on the main menu for every single piece of AE content to download?? Was Bethesda just trolling us with the download thing?
