How does your Ruffwear Webmaster fit?

Hey everyone! I recently got a Ruffwear Webmaster harness in XXS for my nearly 5 month old Iggy. It fits great on the second and third straps, but the neck strap is still a bit loose at its smallest setting. I'm wondering if that's normal and if others have had the same experience. Is it safe for it to be a bit loose around the neck if the other straps are snug? I'd love to hear about your experiences with this harness since I've heard it's a great one for Iggies.
