Reinstall reboot loop once at 64%

Hi all!

I have a 2017/2018 Microsoft SurfaceBook that’s been having some issues so I decided to do a full reinstall via downloading the image. Everything seemed to be going good until it hit 64% on the setup portion. Now it’s gone into a reboot loop where it’ll show the % screen for a split second and then reboot. I don’t seem to be able to get back to the install dialog to start the install over again (probably because Windows isn’t fully installed) and don’t have physical media to try with. Any suggestions or do I have a new brick / potential Linux box?
