Would Virginia Beach be susceptible and prepared for a natural disaster like Texas and New Mexico?

I see all the tragedy in the world currently and all the craziness of floods. Do you think Virginia Beach would be able to handle such a situation? What would our worst natural disaster be? I know it floods in Norfolk, but imagine if Virginia Beach went underwater from a tsunami or days on end of rain from a hurricane.
