13 months since purchasing a trade in vehicle. Still no title.

I purchased a traded in Honda Civic from a Hoffman Lexus dealership in CT June of 2024. I was given a dealer plate and am still driving on that dealer plate 13 months later. I received no communication from the business office regarding my title. After meeting someone who works as a service member at Hoffman, he was able to reach out to the right people, and found out that "this is a lost title from Arizona" and that they were working on it. I recently received a message that they are now working on an "out of state duplicate" and the previous owner who traded it in lost the title.

What is going on, and what should I do here? I am still driving on a dealer plate and have no title.
