Can students who studied in an international school only up to Grade 10 apply to universities in Egypt?

Hi everyone, My cousin studied in an international school in Saudi Arabia and completed up to Grade 10. He didn’t finish Grade 11 or 12. We’re wondering if it’s possible for him to apply to universities in Egypt ( public).

Has anyone been in a similar situation? Do Egyptian universities accept students with only Grade 10 education? Is there a workaround for the 12-year education requirement?

Any help or experience would be appreciated. Thanks in advance!
