Foster Care

If I was in foster care will those records show up at all? At least the medical portion of it? I already find it hard to locate records from the early 2000's up untill 2015 when I aged out since many of my records are unable to be located. I also had a misdiagnosis of Bipolar which my PCM ruled out and reffered me for a Psych Eval to also rule out... Will anything from then pop up that I should expect MEPS to bring up even with a current misdiagnosis?

I also just found out my bio dad was in the Air Force 84-88 and didn't have Bipolar which I heard make you disqualified if both parents have a history of bipolar.
