Is road construction in Victoria, BC purposely slow or just tied up in regulations?

Anyone else notice how long road construction projects take in Victoria, BC? Whether it’s fixing a small intersection or upgrading a stretch of road, it feels like the work drags on for months — sometimes with barely anyone on site for days.

Is this just how things are due to strict city regulations, permit timelines, and environmental assessments? Or is there some inefficiency or even intentional slowdown by contractors or the city?

Would love to hear from anyone in civil work or local government — is this normal or is Victoria just uniquely slow?
