CPU temperature spikes on startup.

I recently bought a new motherboard, cpu and ram ( ryzen 5 7600x, asus b650m a prime ax ii, and 2 sticks of G.Skill 16GB DDR5 6000). I bought Cooler Master Hyper 212 Spectrum V3 CPU Air Cooler and installed them into my pc it turn on booted up to windows then temps spiked up to 80c + cpu fans started getting loud. So I thought the problem was the cpu fan cause it was cheap, then I bought a aio 240 mm the temps lowered. But every time I turn on my pc the temps spike to 75-80c, aio gets loud for a bit the goes down, and now every time I open my browser the temps spike and fans go loud for a bit then go down. This also happens to some games on startup and when I tab out and tab back in. Anyone now what I should do?
