How do I cut this garage drywall?

There is a water stain and my moisture meter is high for this small area of garage drywall so I'm trying to open it up to investigate.

A drywall saw isn't cutting through this and a brand new utility knife even broke trying to cut this. I don't know what is behind it so I was afraid of using anything electric. Any suggestions?
