Command Directed EPB

Long story short, I got into some trouble last year and ended up getting NJP. From my experience, I know that usually means you’re getting a referral EPB. But this time, the commander called for a command-directed EPB, saying it was to ‘throw some dirt on the referral.’ They mentioned I’ve done a lot of good this year, and they wanted to make sure that got documented. I guess I’m just a little confused how exactly does this help me in the long run?
