Restaurant Week, what is the purpose of it?

As a customer I often avoided restaurant week because I'm a boring eater and don't really want to try something new.

Somewhat cynically it seemed like the restaurant week specials tended to be higher priced and I didn't care for that.

Is it something intended just to try out new menu items and prices are similar to what they would be if they were regular menu items?
