Anyone else find local raids but can’t spot anyone actually playing nearby?

It’s so common that I’ll go downtown and be able to consistently raid for about a hour or so with an average of like 5-15 people depending on the day but it’s rare I actually see anyone playing or in groups. Is this just me or does everyone just play in their cars?
