Noob: Double checking but power supplies DO NOT run at full power 24/7 right?

I want to know if the psu is draining the max watts from the grid but giving the pc only the necessary amount or if it only runs at the amount needed when needed, as getting a bigger power supply in the former case would drive up the electricity bill
