How do I turn off the wind animation? It makes my FPS drop so much.

I'm currently running the game on Steam and I'm using Frame gen DLSS. But when there is a hurricane/wind I start seeing debris fly around the screen and the game just stutters dropping me to like 10-15 fps for a few seconds. Any way to turn this off?

Also, is there a way to get more than just 2x frame gen? I'm using an RTX 5080 and other games such as Cyberpunk I can get 3-4x frame gen.
