Delayed decision on i130 filing for my wife

Hi, so my wife is currently on h1b and I filed i130 last year in April i.e petition of alien relative. Since then the decision timeline has moved multiple times and now it has moved again by 20 months with a status: “Case is being actively reviewed by USCIS”. What does this mean? Does this mean I would take another 20 months?

I am based in Seattle. Wondering if the processing is going at a slower pace than usual? Any recommendations on how it can be expedited?
