how should i start cosplaying

hello, I'm a male wanting to cosplay as Kasane Teto (I know, original).
um, I don't know how to really start cosplaying. I've read the FAQ and some stuff is very useful but I'm still not 100% sure how to start. I've thought of many things, the budget, the makeup and what not, whatever.

So, I thought of this place to get some help; not only for the material stuff like where to get cosplays, wigs, etc. But also, how to actually go and use the cosplay. I don't feel like the people I know will be very keen of what I'm doing, especially my family. I really don't know how to start or even ask, so anything really helps.
