What is a good equipment level vs. lower toon level?

Title … that is, I’m starting to create some more toons from scratch and level them the various ways (timewalking, questing, whatever) and imagine they will end up taking them from 10-80 … do the ‘level to 50 achievements’ and so on.

I (think 😁) I understand TWW gearing and such but … what about before I hit 80?

Clearly as I level a toon I’ll be able to wear high and higher gear, but part of me just wants to throw on heirlooms (I’m pretty sure I have the various pieces needed across the types) and not worry about constantly swapping stuff out as I level.
