Mystery random sound I need help identifying (PC, custom build)

So recently I've been having an interesting issue happen where randomly I'll hear this strange noise from my hardware. Sounds a little like something scrubbing against one of the fans, but not exactly. What's interesting is how completely random it is. It comes and goes at random intervals, it can happen several times in the span of a few minutes or go for hours without doing it. It lasts variable amounts of time too, and doesn't seem to correlate to any one function. I've done things like putting on a high demand game to see if stress activates it, nothing. I've done a look around on the insides and can't find anything that stands out to me that would cause this.

I've attached a video recording in the link below (ignore the cat meow). Anyone recognize this sound or have any suggestions? Other than the fans it reminds me a little of a HDD trying to spin while damaged, but my computer runs off a SSD so it can't be that.
