Am I wrong if i ask people to stop their dogs from barking as we walk by dog park?

I walk my dog by a dog park everyday and the pavement is really hot, so we have to walk by the dog park to get to the main road.

Two people have dogs that bark as we walk by the entire time really loud and the dogs follow us the entire time. It is a big park, so walking past is usually a minute of the dog aggressively barking at us and following us by the fence.

My dog is ok because we train a ton and have built trust but i see her get really distressed and it honestly feels really rude. They have earphones on and let the dogs bark for the entire minute we walk by watching.

Is it appropriate for me to complain or talk to the two people? I get dogs bark but this seems really rude and their dogs seem very distressed.
